Election of Delegates & Alternates to the AFL-CIO Convention

The following Delegates and Alternates were unanimously elected:

Retired ATU International President Jim LaSala administered the Oath of Office to the newly-elected officers.

 

Appeals Committee Report

Appeals Committee Chair Ron Atkinson, reported that the committee had considered four appeals and made the following recommendations:

Appeal No. 1 – Local 113-Toronto, ON: An appeal by member Bill Merlin challenging the conduct of his local’s December 2003 officer elections and, more specifically, the electoral contest for an executive board position. In the original hearing, International President George found that a new election was not necessary. The committee recommended non-concurrence with the decision of the I.P. and GEB, thereby upholding the appeal of Brother Merlin. A motion to that effect was made, seconded and adopted.

Appeal No. 2 – Local 1056-Flushing, NY: An appeal by former President Maurice Lewis, contesting the decision of the GEB to sustain the recommendations of a three-member trial committee that Lewis reimburse the local and that his membership be suspended for a period of not less than two years. The Board approved the recommendations of the panel in December 2005. Lewis appeared before the committee to explain the reasons for his appeal. However, the committee concluded that there was no basis to overturn the GEB decision and recommended that the Convention deny the appeal. A motion to that effect was made, seconded and adopted.

Appeal No. 3 – Local 1447-Louisville, KY: An appeal by Lawrence Ratcliffe relating to the local’s decision not to arbitrate his discharge grievance. Ratcliffe was terminated based on indications he had threatened another employee with physical violence over a game of pool. The committee recommended that the Convention deny the appeal and uphold the decision of the I.P. and the GEB. A motion to that effect was made, seconded and adopted.

Appeal No. 4 – Local 1560-New Orleans, LA: An appeal by Sylvester Palmer relating to the local’s decision not to arbitrate his grievance and his contention that his Section 13(c) rights were violated. The GEB sustained the I.P.’s ruling against Palmer. The committee recommended that the Convention deny the appeal and uphold the decision of the I.P. and the GEB. A motion to that effect was made, seconded and adopted.

 

International President’s Report Committee

International President’s Report Committee Chair Diane Stambaugh reported on behalf of the committee and submitted several corrections and clarifications.
